Is it possible to play 4K Videos on iPad 4th Generation?

I've been trying to play 4K videos on my iPad 4th generation for a very long time and I've encountered this app claiming it plays 4K video. All I want to know is if its possible to play 4K videos using this app on my iPad 4?

MP4, MKV and encoded with h264/mpeg4 is ok
